Does Tony feel that those that would rather not see us with the higher rate are using the political process to run out the clock so the IMF would have to step in, thus insuring the lower rate?

During the initial exchange of a single 25k note, realizing this is a fluent situation, will there be enough time to open a new account, request cashier checks, request ccc document and proof of funds?
