Jacob the Jew is one of the Cabal's main men and he either Lets the Dinar RV or gits the hell out of town before he is arrested and charged with treason, crimes against humanity. Fraud, theft, perjury and contempt of the Constitution as well..

since this is the 5th time CL has been "pissed, frustrated and threatened to take over the RV if O/UST could not get it done",
a) either CL/IMF doesn't have as much power over O/UST as the flowcharts would point to OR
b) they (CL/IMF/O/UST) are all in this ridiculous, never-ending smoke n mirrors dance together.
