[Friday] IN REGIONAL ELECTIONS AND MALIKI CONTINUES TO LOSE POWER. THIS
IS WHY HE HAS BEEN CONFORMING TO THE OTHER POWERS IN PLACE AND MAKING HAPPY
WITH EVERYONE. THE HCL LAW IS TO BE COMPLETED THIS WEEK AND SO IS THE ERBIL
THAT BARZANI AND MALIKI STATED WOULD BE IMPLEMENTED THIS WEEK. I

the information I have received is still on track--- the ust contact
has said that today [Friday] was the start day for the implementation of
the rv and that from this day forward the rv can happen at any time literally
day or night. TIME WILL TELL -- I also received the same
information from contacts that are in washington. --HERE IS THE REST
OF THE PICTURE. THEY HAVE REQUIREMENT THAT THEY HAVE SAID THEY WILL COMPLETE
FOR US TO SEE THE RESULTS. THOSE ARE THAT THEY PAY KUWAIT AND
