Here is the NOTAM that clearly indicates VIP Movement between  September 18, 2012 at 2256 UTC and September 21, 2012 at 1915 UTC to the Woodbridge, Virginia (specific coordinates) out to a 30 nautical miles radius and from the surface up to and including 18000 feet MSL

According to Wikipedia, Mount Weather located near Berryville, 48 miles (77 km) from Washington, D.C., which makes claims of an evacuation of US Congressional VIP’s including the Vice-President unlikely.
Quoting Wikipedia once again;
According to a letter to the editor of the The Washington Post after the September 11 attacks, most of the congressional leadership was evacuated to Mount Weather by helicopter.[7][12][13]
Located in the Blue Ridge Mountains,[2] access to the operations center is available via Virginia State Route 601 (also called Blueridge Mountain Road) in Bluemont, Virginia.[6] The facility is located near Berryville, 48 miles (77 km) from Washington, D.C.[7]
The site was originally opened as a weather station in the late 1800s.[8] It was used as a Civilian Public Service facility (Camp #114) during World War II.[9][10] At that time there were just two permanent buildings on the site: the administration/dormitory building, and the laboratory. Those buildings still stand, supplemented by many more modern buildings.
The underground facility within Mount Weather, designated “Area B”, was completed in 1959. FEMA established training facilities on the mountain’s surface (“Area A”) in 1979.[11]
The above-ground portion of the FEMA complex (Area A) is at least 434 acres (176 ha). This measurement includes a training area of unspecified size.[11] Area B, the underground component, contains 600,000 square feet (56,000 m2).[7]
Wikipedia also mentions that, “Mount Weather is mentioned extensively in Milton William Cooper‘s 1991 book Behold A Pale Horse.”
Changing gears…
It seems ominous that the NOTAM 2/5504 is now unavailable, so there could be something to this news in that a ‘Trial Run for a Nuclear First Strike’ is being executed by senior level government officials and a long route is being used to obscure the actual preparations.

High Point Special Facility (SF)
Mount Weather Emergency Assistance Center [MWEAC]
Western Virginia Office of Controlled Conflict Operations

In the best-selling 1962 book Seven Days in May, the Joint Chiefs of Staff plot a military coup against a US president about to sign a nuclear arms control agreement. The conspiracy involves an emergency exercise at a place called Mount Thunder, a secret bunker where government leaders would go in the event of a nuclear attack. Authors Fletcher Knebel and Charles W. Bailey II provide rather detailed driving instructions to get to the fictional Mount Thunder, which closely match those used to drive to the real Mount Weather.
Although the bunker at Mt. Weather did not become widely known until more than a decade later, the thinly disguised portrayal of the facility in Seven Days in May demonstrates that the fact of the existence and the location of the facility was already known by the early 1960s.
The Mount Weather Special Facility is a Continuity of Government (COG) facility operated by the Federal Emergency Management Agency (FEMA). The 200,000 square foot facility also houses FEMA’s National Emergency Coordinating Center.
Located on a 434 acre mountain site on the borders of Loudon and Clarke counties, the above ground support facilities include about a dozen building providing communications links to the White House Situation Room.
 Civil Defense Doomsday Hideaway
It may well be that the cold war is over, that the U.S. and the Soviet Union are dismantling thousands of nuclear weapons, and that Moscow no longer poses the threat to the West it once did. But buried deep inside a Virginia mountain, a vast, top-secret installation — one of the great artifacts of the cold war — remains at the ready. Known as Mount Weather, it is a Strangelovian relic of yesteryear intended to shelter the President and other top U.S. officials in case of nuclear war. The 33-year-old facility is manned by a second generation of doomsday planners,…
Mount Weather Emergency Operations Center
In the final episode of The X-Files, entitled “The Truth“, ex-FBI agent Fox Mulder enters the Mount Weather complex, which is controlled by a shadow government.
In the 2008 remake of The Day the Earth Stood Still, Klaatu’s robot is taken to Mount Weather for analysis.
Americon Emergency Operations Centers
Effective command, control and coordination of emergency response efforts call for an environment designed specifically for that purpose. Special attention to control room furniture design, ergonomics, space planning and audiovisual monitoring tools is crucial to the collaboration necessary for successful crisis management.
Specialized dispatch furniture may also be a component. The control room furniture layout is critical to successful interaction between teams and decision-makers. The audiovisual system is the link to the outside that provides the real time information necessary for a flexible response to changing events.
Is this Bush’s secret bunker?
Mount Weather is a top-security underground installation an hour’s drive from Washington DC. It has its own leaders, police, fire department – and laws. A cold war relic, it has been given a new lease of life since 9/11. And no one who’s been inside has ever talked. Tom Vanderbilt reports

I am not alarmed. My gut feeling is they are under arrest down there.

What the heck are they doing over there?

If Biden comes anywhere near Tennessee anymore, he will be arrested. Already seized and forced some of these frauds out of here (and others into a jail cell!)
